Expands Alaska's fisheries enhancement loan program to include federally recognized tribal organizations that operate fish hatcheries on Indian reservations or under federal permits

Authorizes the commissioner to make loans to tribal organizations for hatchery planning, construction, operation, and preconstruction activities necessary to obtain permits

Sets maximum loan amounts at $10,000,000 for qualified regional associations and tribal organizations, and $1,000,000 for other nonprofit hatchery corporations or tribal organization projects

Loans may have terms up to 30 years with interest rates not exceeding 9.5% annually

Effective date: July 1, 2026
