Establishes a statewide spay and neuter assistance fund and program administered by the Department of Environmental Conservation to provide financial assistance for spay/neuter surgeries, presurgical exams, and vaccinations for pets owned by low-income households

Eligible households must have annual income at or below 130% of federal poverty guidelines; participating veterinarians, clinics, shelters, and nonprofits receive reimbursement of up to 80% of prevailing rates for covered services

Creates special request "companion animal spay and neuter" license plates costing $100, with proceeds deposited into the assistance fund; the fund also receives donations, federal/private grants, and interest earnings

Allows Alaska Permanent Fund Dividend applicants to make voluntary contributions to the spay/neuter fund in increments of $25 or more, similar to existing options for crime victim compensation and peace officer/firefighter survivors' funds

Requires annual legislative reports on services provided, revenue, and expenditures; first report due January 18, 2028, with the act taking effect January 1, 2027
