Requires mandatory headlight use from September 16 through April 30 in areas north of 60 degrees North Latitude and on paved portions of the Sterling Highway at any latitude

Requires mandatory headlight use from October 1 through April 14 in areas south of 60 degrees North Latitude

Requires headlight use during any emergency order period that permits studded tires or chains on motor vehicles

Retains existing requirements for headlights between half-hour after sunset and half-hour before sunrise, during poor visibility conditions, and on designated traffic safety corridors

Applies only to offenses committed on or after the effective date of the Act
