Establishes the Alaska-Ireland Trade Commission within the Department of Commerce, Community, and Economic Development, consisting of 5 members appointed by the governor to staggered 3-year terms

Commission purposes include advancing bilateral trade and investment, promoting business and academic exchanges, encouraging research collaborations and funding opportunities, and supporting mutual infrastructure investment between Alaska and Ireland

Meetings must be conducted electronically except for out-of-state meetings requiring in-person attendance, with at least 7 days public notice required

Members serve without compensation; per diem and travel expenses may only be paid through grants, donations, or gifts from public or private sources accepted by the department

Commission must submit an annual report to the governor and legislature by the 30th day of each legislative session, detailing all donations received (including donor names, amounts, and employer information for gifts over $50) and the commission's findings and recommendations
