Amends Alaska's statewide electronic health information exchange system by allowing the commissioner to designate a qualified private entity (for-profit or nonprofit) to develop and operate the program, rather than having the department directly manage it

Expands the advisory/governing body from 8 to 9 stakeholder representatives by adding behavioral health providers, and replaces the Governor's health care policy commission liaison with at least one nonvoting member representing other community interests

Requires the designated entity to develop installation/training support, encourage sustained participation, assist with workflow redesign, provide cost estimates for technical infrastructure, and submit annual budgets approved by its governing body

Specifies allowable uses of individually identifiable health information: patient treatment, payment facilitation, limited health care operations, public health activities, and uses authorized by the individual subject

Clarifies that the "system" definition excludes technical infrastructure, software, or information owned/managed by participants, and takes effect immediately upon passage
