Removes the cap on voluntary local contributions that city or borough school districts can make to education funding, which was previously limited to either a two-mill tax levy equivalent or 23% of the district's basic need plus additional funding

Expands the definition of "local contribution" to include appropriations and in-kind services made by a district "for any purpose," rather than being restricted to specific uses

Clarifies that charter school funding calculations must include voluntary local contributions along with required local contributions, grants, federal impact aid, and other funding sources

Effective date: July 1, 2026
