School districts, regional educational attendance areas, and the University of Alaska may elect to participate in state-administered group health insurance or self-insurance plans through the Department of Administration

Participating school employers must contribute to the state's group health and life benefits fund at rates set by the commissioner of administration, plus reimburse costs for excess loss insurance and claims for the first four months of coverage (payable over up to 10 years)

Department of Administration must investigate potential costs and provide actuarial analysis to the legislature before approving any governmental unit's participation in state group insurance

Governmental units with existing self-funded insurance reserves must transfer those balances to the state's group health and life benefits fund within 30 days of enrolling, with funds applied to offset initial reimbursement obligations

Effective date is July 1, 2025, with transition and regulation provisions taking effect immediately upon enactment
