Establishes licensure requirements for genetic counselors in Alaska under a new Chapter 53 of AS 08, requiring completion of an accredited certification program and passing a national certification examination

Creates the Genetic Counseling Advisory Council (3-5 members appointed by the State Medical Board) to advise on licensing and regulation, with a majority being licensed genetic counselors and at least one licensed physician

Defines the scope of practice for licensed genetic counselors, including evaluating family medical histories, ordering genetic laboratory tests, interpreting results, and providing counseling on genetic risk factors

Adds licensed genetic counselors to existing statutes governing health care provider definitions for telehealth, medical malpractice liability, immunity for free health care services, and prohibitions on insurance discrimination

Provides a transition period allowing current practicing genetic counselors to continue practicing without a license until July 1, 2027, and requires 50 continuing education units every two years for license renewal
