Establishes that Alaska residents taking fishery resources for personal and family consumption have preference over all other uses, replacing the current "fair and reasonable opportunity" standard

Requires the Board of Fisheries to make allocation decisions subject to this new resident preference when dividing resources among personal use, sport, guided sport, and commercial fisheries

Adds a new allocation criterion requiring the Board to consider whether personal use, sport, guided sport, and commercial fishermen are provided a fair and reasonable opportunity to take the resource
