Creates an Office of Entrepreneurship within the Department of Commerce, Community, and Economic Development to promote innovation-based economic development and support new businesses in Alaska

Defines "new business in the state" as an Alaska bidder that has been in operation for less than five years

Requires state agencies to collectively spend 5% of total economic development appropriations on organizations or programs serving new businesses

Expands biennial procurement reports to include data on contracts with new businesses, including total number, value, and demographic/geographic breakdown, plus recommendations for improving new business access to state contracts

Office and related provisions sunset on December 31, 2030
