Establishes minimum meals and incidental expense allowance of $82 per day for the first 30 days of official in-state travel for state officials and employees

Reduces the allowance to at least $45 per day starting on the 31st day of travel until travel is completed

Requires the Commissioner of Administration to adopt regulations setting the allowance rates, prorated for partial days and by meal period

Beginning July 1, 2029, and every three years thereafter, allowances must be adjusted based on the average Consumer Price Index increase for urban Alaska over the preceding three-year period

Takes effect immediately upon passage
