Amends Alaska's dram shop liability statute (AS 04.21.020) to require "clear and convincing evidence" as the standard of proof for holding licensed alcohol providers civilly liable for injuries caused by intoxicated patrons

Expands the specific circumstances under which licensees may be held liable to include knowingly selling, giving, or bartering alcohol to a person after the establishment's lawful hours of operation have concluded

Maintains existing liability provisions for serving alcohol to persons under 21 years of age and to visibly intoxicated persons
