Extends the termination date of the State Board of Registration for Architects, Engineers, and Land Surveyors from June 30, 2025 to June 30, 2033

Creates a new "registered interior designer" credential under the existing board, requiring education, training, experience, and examination for those who wish to use that protected title (untitled practice remains permitted)

Restructures the 11-member board composition to include four engineers from different branches, two land surveyors, two architects, one landscape architect, one registered interior designer, and one public member

Adds registered interior design services to procurement, lien, and project cost statutes alongside architecture, engineering, land surveying, and landscape architecture

Exempts persons authorized by the Department of Environmental Conservation from engineering licensure requirements when constructing onsite wastewater systems with design flows under 1,500 gallons per day; general effective date is March 31, 2026
