Social media platforms must provide Alaska minors with content delivery systems free of addictive design features (infinite scroll, autoplay videos, endless pages) by default, with parental consent required to enable such features

Platforms are prohibited from sending notifications to minors during school hours or between 10:00 p.m. and 7:00 a.m., and may not direct targeted advertising at minors, collect excessive personal data, share precise location data, or make minor accounts public by default

Enforcement is limited to the attorney general, who may seek punitive damages for patterns of knowing or reckless violations; private lawsuits are explicitly prohibited

Platforms with minor users must submit annual reports to the attorney general describing design features affecting minors, harm mitigation measures, and data privacy practices

Effective date is January 1, 2027, with the attorney general required to report on implementing regulations to the legislature by January 1, 2028
