Authorizes unified municipalities, boroughs, and home rule or first class cities outside boroughs to establish educational service areas by ordinance for acquiring, constructing, improving, and equipping schools

Educational service areas must encompass at least 25% of municipal residents and specify maximum bonded indebtedness limits and types of taxes, charges, or assessments authorized

Requires voter approval for bond issuance: if debt is limited to the service area, only service area voters decide; if the full municipality's credit is pledged, both the municipality and service area must approve

Amends bond election notice requirements to include the total assessed property value in educational service areas when voting on bonded indebtedness for those areas

Effective date: July 1, 2026
