Changes voter registration via Permanent Fund Dividend (PFD) applications from automatic to opt-in, requiring applicants to affirmatively request to be registered as a voter

Eliminates the previous 30-day waiting period and notification process where applicants could decline registration; registration now occurs only when explicitly requested

Removes provisions that treated failure to respond to voter registration notifications as consent to cancel voter registration in other jurisdictions

Requires the PFD application form to include a means for applicants to request voter registration and attest that their information is true

Applies to PFD applications filed on or after the effective date of the Act
