Expands the certificate of fitness exemption for electric utility work to include qualified employees of local municipal or tribal governments performing work on behalf of the utility

Exemption applies to service areas that do not contain any portion of a city or unified municipality with more than 2,500 population

Creates additional exemption for portions of a service area that are not electrically interconnected with other portions of the utility's service area and are not in cities over 2,500 population
