Department of Environmental Conservation must develop and implement a statewide testing schedule for microplastics (particles smaller than 5 millimeters) in water, soil, fish, wildlife, and other environmental media, including tire-derived microplastics

Testing schedule and plan must be updated and published before July 1 in even-numbered years, with the first plan due before July 1, 2028

Department of Health is required to assist in formulating and administering the statewide microplastic testing program

A statewide microplastic strategy plan report must be submitted to the legislature by January 1, 2029, including testing results, health impact analysis, contamination sources, and policy recommendations

Report preparation requires consultation with tribes and a public comment period with reasonable public notice
