Prohibits individuals under 18 from consenting to sex-reassignment treatments or procedures, including puberty blockers, cross-sex hormones, and surgical procedures

Creates the crime of "criminal sex-reassignment treatment or procedure" as a class C felony for physicians who perform such treatments on minors or on adults without proper informed consent

Establishes a 20-year statute of limitations for individuals who received sex-reassignment treatments as minors to sue the performing physician for damages, with no cap on noneconomic damages

Requires the State Medical Board to create a standardized informed consent form stating that the FDA has not approved these treatments for gender dysphoria and citing risks including sterility, decreased bone density, heart disease, stroke, cancer, and unknown effects on brain development

Provides a 6-month transition period for physicians to gradually discontinue puberty blockers, hormones, or hormone antagonists for minor patients who began treatment before the law takes effect
