Creates an exception allowing the department to disregard local buffer requirements only when compliance would create a hazard to aircraft

Permits reduction or removal of existing buffers in designated buffer zones only when necessary to eliminate a direct and immediate safety hazard

Mandates public notice and opportunity to comment before any buffer reduction or removal occurs

Requires implementation of additional mitigation measures to minimize adverse effects when buffers are reduced or removed, including establishing a new buffer if practicable
