Allows release of "community cats" back to the land where they were originally captured, with landowner approval (including state, municipal, or private landowners)

Defines "community cat" as a feral cat that has been vaccinated for rabies, spayed or neutered, and had its left ear tip removed as identification

Exempts persons who release community cats from state and municipal domestic animal ownership requirements and animal abandonment laws

Amends fish and game statutes (AS 16.05.930) to clarify that wildlife protection laws do not prohibit the release of community cats under this program
