Establishes the Career and Technical Education Mobility Grant Program to help students enrolled in one school district participate in CTE programs offered by a different district

Authorizes three types of grants to "host districts": reimbursement grants for incremental costs of serving out-of-district students, performance-based incentive grants tied to student outcomes (certifications, apprenticeships, dual credit, employment), and facility/equipment modernization grants

Prioritizes funding for districts with small student populations, limited CTE capacity, or geographic barriers such as lack of road access, seasonal travel limitations, or reliance on air/ferry transportation

Requires the Department of Education and Early Development and Department of Labor and Workforce Development to collaborate on identifying and expanding pre-apprenticeship and work-based learning opportunities for secondary school students

Grants are subject to legislative appropriation, and the Department of Education must adopt implementing regulations while minimizing administrative burden on participating districts
