Establishes a state apprenticeship office within the Department of Labor and Workforce Development to seek and maintain federal recognition as a state apprenticeship agency, register apprenticeship programs, and create reciprocity agreements with other states.

Creates the Alaska Apprenticeship Advisory Council with nine members appointed by the director: three representing private sector employers, three representing employee organizations, and three public members, serving staggered three-year terms.

Adds the director of the state apprenticeship office to the partially exempt service classification for state employees.

Updates existing tax credit provisions (AS 43.20.014 and AS 43.55.019) to allow credits for contributions to apprenticeship programs registered with the new state office in addition to federally registered programs.

Amends training grant eligibility under AS 23.15 to include apprenticeship programs registered by the new state office alongside federally registered programs.
