Changes Board of Game's authority to adopt intensive management programs for big game prey populations from mandatory ("shall") to discretionary ("may")

Requires independent peer review of Department of Fish and Game scientific findings before the Board can adopt intensive management programs involving predator control

Raises the evidentiary standard for same-day airborne hunting of predators from "reasonably" to "clearly and convincingly" expected to achieve population objectives

Mandates that intensive management programs be reauthorized or terminated after three years and be geographically limited to areas necessary to accomplish objectives

Adds bears to the list of species covered by same-day airborne hunting restrictions and authorizes department employees to shoot bears, foxes, and lynx as part of game management programs
