Prohibits the use of heavy petroleum fuel oil (viscosity greater than 380 centistokes or sulfur content exceeding 0.1% by weight) in auxiliary or main engines on vessels operating in Alaska's applicable coastal waters, effective January 1, 2027

Exempts vessels making continuous, expeditious passage through Alaska waters without entering internal waters or calling at state ports, and allows emergency use of heavy fuel oil to avoid imminent danger or render assistance

Requires the Department of Environmental Conservation to adopt a schedule of fines for violations and grants authority to monitor, observe, and record data on vessels in applicable waters

Provides a transition exemption for vessels operating before January 1, 2030, that cannot be converted to alternative fuel sources

Mandates DEC submit an implementation report to the legislature by January 1, 2034
