Licensed health care providers who refer patients for specified services must report any financial relationships with service providers (or their immediate family members) to the Commissioner of Health by September 1, 2026.

Referring providers must also report the number of patient referrals made during fiscal year 2026 and identify who received those referrals.

Service providers must report fiscal year 2026 billing amounts separately for patients referred by providers with whom they have financial relationships versus those without such relationships.

Covered services include clinical laboratory, physical/occupational/speech therapy, radiology, radiation therapy, durable medical equipment, home health, prescription drugs, and hospital services.

The Commissioner of Health must compile the data into a report comparing referral patterns and billing amounts based on financial relationships, to be delivered to the legislature before the 35th Legislative Session.
