Explicitly adds "audio or video recording" to the statutory definitions of "record" and "public records" under Alaska law, clarifying that such recordings are subject to public records requirements

Authorizes municipalities to charge requesters the actual personnel costs (salary and benefits) for searching and copying public records

Permits municipalities to require payment before records are disclosed and to collect payment in advance of conducting the search

Amends AS 40.21.150(6), AS 40.25.110, and AS 40.25.220(3) of Alaska statutes
