Amends AS 29.35.450(c) to add a new exemption for second class boroughs regarding voter approval requirements for service area changes

Service areas created on or after July 1, 2026 in second class boroughs may be abolished, replaced, altered, or combined without requiring separate voter approval from affected residents

Existing exemptions remain in place for fire protection service area expansions (up to 6% increase/1,000 residents), road service area consolidations when inactive, and boundary adjustments for access-related parcels

Effective date: July 1, 2026
