Expands eligibility for the state supplemental employee benefits program to employers in both the Teachers' Retirement System (TRS) and Public Employees' Retirement System (PERS) who do not participate in federal Social Security

Allows teachers who are members of the Teachers' Retirement System to opt out of participating in the supplemental employee benefits program

Removes the previous requirement that employers must have never participated in or withdrawn from Social Security to qualify; now any employer currently not participating is eligible

Eliminates the requirement for commissioner approval before an employer can participate in the supplemental employee benefit program

Effective date: July 1, 2025
