Adds one new civilian member to the Joint Armed Services Committee, appointed based on Alaska Municipal League recommendation, increasing total membership and raising quorum requirement from 8 to 9 members

Expands committee duties to include supporting Alaska's central role in military defense, reviewing state policy responses to national defense and arctic security initiatives, and convening hearings on emerging defense issues

Changes committee reporting from the first day to December 31 of each second regular session, and shifts department licensing reports from annual to biennial submission

Requires the Legislative Affairs Agency to maintain a member list with contact information and notify presiding officers of civilian member vacancies

Terminates current committee member terms upon the effective date, with new appointments required within 45 days; certain provisions repealing the committee take effect June 30, 2036
