Moves the deadline for school districts to submit six-year capital improvement plans from September 1 to July 1 of the fiscal year before funding is requested

Limits municipalities to bond debt reimbursement for no more than one school construction project and two major maintenance projects on the department's priority rankings

Creates an exception allowing municipalities to receive reimbursement for all major maintenance projects ranked within the top 20 on the department's priority list

Removes the previous eligibility window that applied to indebtedness authorized by voters between January 1, 2015 and July 1, 2025

Takes effect July 1, 2025, applying to bond debt reimbursement applications for indebtedness authorized by voters on or after that date
