Requires app store providers to verify the age of all Alaska users and obtain verifiable parental consent before minors can download, purchase, use apps, or make in-app purchases, effective January 1, 2026

Establishes five age categories: child (under 13), teenager (13-16), older teenager (17), young adult (18-20), and adult (21+), with requirements for clear display of age ratings and content descriptions

Mandates that app developers provide parents with time restriction features, usage metrics, and daily time limits for minors using their apps

Authorizes the Department of Law to impose administrative fines up to $2,500 per violation, with courts able to impose civil penalties up to $10,000 per violation, plus actual damages and punitive damages

Creates an App Age Rating Advisory Committee (terminating December 31, 2027) to recommend improvements to app rating transparency and consistency, and grants parents a private right of action to sue for violations
