Increases the base student allocation from $5,960 to $6,660 per student, effective July 1, 2025

Establishes maximum target class sizes of 23 students for pre-K through grade 6 and 30 students for grades 7-12, effective July 1, 2026

Requires school districts to adopt policies regulating student use of personal wireless devices during school hours, with mandatory exceptions for medical needs, translation, emergencies, and teacher-approved educational use

Creates reading proficiency incentive grants of at least $450 per student in grades K-6 who achieve grade-level reading or demonstrate improvement, funded through tax revenue from highly digitized businesses (contingent on passage of SB 113)

Increases secondary school vocational and technical instruction funding factor from 1.015 to 1.023 and establishes a Task Force on Education Funding to report recommendations by January 2027
