Adds new triggers for voter registration inactivation: becoming ineligible for PFD or obtaining a driver's license in another state, with voters given 45 days to respond to address confirmation notices before inactivation

Eliminates requirement to mail election pamphlets to each household; removes mandatory enclosed voting booth specifications (6-foot height, three-sided enclosure with curtain); and requires prepaid postage on absentee ballot return envelopes
