Expands Alaska's safe haven law to allow parents to surrender infants in "infant safety devices" (baby boxes) in addition to directly to designated personnel such as peace officers, physicians, hospital employees, and emergency responders.

Infant safety devices may be located at hospitals, emergency departments, freestanding birth centers, physician offices, rural health clinics, police departments, state trooper posts, fire departments, or other commissioner-designated facilities.

Requires infant safety devices to be climate-controlled, visible to facility employees, equipped with 24-hour video surveillance, automatic 911 notification when opened, and automated locking after deposit.

Facilities receiving surrendered infants through safety devices must immediately notify the nearest department office; facilities and individuals receiving safely abandoned infants are protected from civil liability.

Authorizes the department to provide training on infant surrender requirements to emergency personnel, hospital staff, and facility employees; effective date is July 1, 2026.
