Creates a new category of licensed healthcare entity called "complex care residential homes" providing 24-hour multi-disciplinary care on a continuing basis to individuals with mental, behavioral, medical, or disability-related needs requiring specialized services and monitoring

Adds complex care residential homes to the list of entities regulated by the Department of Health under AS 47.32.010(b), alongside hospitals, nursing facilities, and assisted living homes

Explicitly excludes complex care residential homes from the definition of "hospital" and from the definition of "assisted living home," establishing them as a distinct facility type

Requires the Department of Health to submit Medicaid state plan amendments or apply for federal waivers necessary to implement the new facility category
