Creates a new category of licensed healthcare facility called "complex care residential homes" providing 24-hour multi-disciplinary care for individuals with mental, behavioral, medical, or disability-related needs requiring specialized services and monitoring

Adds complex care residential homes to the list of entities subject to Department of Health regulation under AS 47.32.010(b), alongside assisted living homes, hospitals, nursing facilities, and other healthcare facilities

Explicitly excludes complex care residential homes from the statutory definition of "hospital" and from the definition of "assisted living home," establishing them as a distinct facility type

Requires the Department of Health to submit Medicaid state plan amendments or waiver applications to the federal government as necessary for implementation

Effective date of July 1, 2027
