Requires national criminal history record checks (FBI fingerprint-based) for current and prospective Department of Revenue employees who administer the Permanent Fund Dividend (PFD) program

Expands allowable absences for PFD eligibility to include breaks and holidays during the academic year (excluding summer break) for students in secondary, postsecondary, or vocational programs, as well as required orientation programs

Adds U.S. Coast Guard-approved merchant marine vocational training programs as an allowable absence category for PFD eligibility

Changes "armed forces" to "uniformed services" throughout the statute, explicitly including Space Force, NOAA Commissioned Officer Corps, and U.S. Public Health Service Commissioned Corps

Allows the Department of Revenue to send debt collection notices electronically to the email address where an individual has consented to receive notices, rather than only by mail
