Adds theft of mail or articles within mail to the list of offenses qualifying as theft in the second degree under Alaska statute AS 11.46.130, regardless of the value of the stolen property

Covers mail obtained by fraud or deception, taken from post offices, mail receptacles, mail carriers, or authorized depositories, as well as mail that is bought, received, concealed, or disposed of with knowledge it was stolen

Provides legal defenses including reasonable belief of entitlement, property belonging to a household member, valid power of attorney, or express permission from the recipient to collect mail

Exempts employees of juvenile treatment facilities, juvenile detention facilities, and correctional facilities acting in their official duties

Applies only to offenses committed on or after the effective date of the Act
