Adopts the 2018 International Residential Code as Alaska's statewide minimum building standard for residential structures of 1-4 units, administered by the Alaska Housing Finance Corporation

Requires general contractors to obtain a residential contractor endorsement and comply with the state residential building code when working on covered residential structures

Establishes the 11-member Alaska State Residential Building Safety Council to advise on code formulation and updates, including six regional contractors and five members with building code or economic development experience

Exempts owner-built homes and recreational cabins from the state residential building code requirements

Takes effect January 1, 2026, applying to new buildings and newly-issued contractor endorsements from that date forward
