Requires 12 consecutive months of physical presence in Alaska to qualify as a resident for hunting, trapping, and sport fishing licenses, with absences allowed only as permitted under Permanent Fund Dividend rules (AS 43.23.008)

Adds a new requirement that applicants must not be claiming residency in another state, territory, or country, separate from the existing prohibition on obtaining residency benefits elsewhere

Holders of permanent identification cards must continue meeting residency requirements to use those cards for sport fishing, hunting, or trapping

Directs the commissioner to adopt regulations for determining residency eligibility, including authority to require proof and use information from other state agencies

Takes effect January 1, 2028
