Adds new physical presence requirement for resident hunting, trapping, and sport fishing licenses, mandating applicants be physically present in Alaska for all 12 consecutive months prior to application (with exceptions only for absences allowed under Permanent Fund Dividend rules)

Requires holders of permanent identification cards to continue meeting residency requirements to use the card for sport fishing, hunting, or trapping privileges

Applies the same 12-month physical presence requirement to non-citizen aliens seeking resident status for hunting, trapping, and fishing licenses

Directs the commissioner to adopt regulations for determining residency eligibility, including authority to require proof of eligibility and use information from other state agencies

Takes effect January 1, 2027
