Renames the Board of Certified Direct-Entry Midwives to the Board of Licensed Midwives and extends its termination date from June 30, 2025 to June 30, 2031

Requires applicants to hold a valid certified professional midwife certificate from a nationally recognized organization and complete at least two years of midwifery study and supervised clinical experience (increased from one year)

Allows licensed midwives to practice independently without supervision by, collaboration with, or written agreements with other health care providers or facilities

Mandates health insurers covering childbirth costs to also cover home birth services, prenatal care, delivery, and postpartum care provided by licensed midwives

Expands scope of practice to include preconception care and extends postpartum/well-baby care coverage from four weeks to six weeks (infant) and from the postpartum period to one year (mother)
