Creates new crime of "organized theft" as a class A felony when two or more persons coordinate to commit multiple thefts of $750 or more per incident, or involving firearms, explosives, or safety equipment

Establishes wage theft as a distinct criminal offense with three degrees: first degree (class B felony) for $20,000+ in unpaid wages, second degree (class C felony) for $1,000-$20,000, and third degree (class A misdemeanor) for under $1,000

Elevates human trafficking in the first degree from a class A felony to an unclassified felony, upgrades second degree from class B to class A felony, and creates new third degree offense for providing assistance to traffickers

Adds theft of mail and theft of medical records/medical information as specific criminal offenses under existing theft statutes

Strengthens wage claim remedies by requiring employers found liable for unpaid wages to pay double damages plus reimburse employee legal costs, with effective date of July 1, 2025
