Amends Rule 34(b) of the Alaska State Legislature's Uniform Rules to allow members to abstain from voting if they reasonably believe voting would violate AS 24.60 (Legislative Ethics Act)

Changes abstention approval from requiring unanimous consent to requiring only a majority vote of the membership

Requires members requesting abstention to make a brief oral statement explaining their reasons, including specific provisions of AS 24.60 if applicable (previously this was optional)

Maintains existing requirements that abstention requests must be made before the house divides or before roll call begins, and that no further debate occurs on abstention requests
