Amends Article V of the Alaska Constitution to change voter qualification language from "every citizen" to "only a citizen" of the United States may vote in state or local elections

Adds explicit language in the disqualifications section stating "no person may vote who is not a citizen of the United States"

Retains existing voter requirements: minimum age of 18, 30-day residency in election district, and registration residency requirements as prescribed by law

Maintains current disqualifications for persons convicted of felonies involving moral turpitude (unless civil rights restored) and those judicially determined to be of unsound mind

Proposed constitutional amendment would be placed before Alaska voters at the next general election for approval
