Proposes a constitutional amendment to Article IX, Section 12 of the Alaska Constitution requiring the governor to submit a balanced budget where proposed expenditures do not exceed anticipated revenue for the next fiscal year

Defines "anticipated revenue" to include revenue from all state departments, offices, and agencies, plus permanent fund income available for appropriation as authorized by law

Explicitly excludes money in the Constitutional Budget Reserve Fund (established under Article IX, Section 17) from the definition of anticipated revenue

Requires the proposed amendment to be placed before Alaska voters at the next general election
