AK HJR23

Amends the Alaska Constitution to require the governor to submit a balanced budget where proposed expenditures do not exceed available fund balances, anticipated state revenue, and legally available permanent fund income

Excludes the Constitutional Budget Reserve Fund (Article IX, Section 17) from the definition of "available fund balances" for balanced budget calculations

Excludes permanent fund income that exceeds the amount authorized by law for appropriation from balanced budget calculations

Applies to all gubernatorial budget submissions on or after January 1, 2027

Requires voter approval at the next general election as a constitutional amendment
