Alaska State Legislature urges U.S. Congress to address the exclusion of five Southeast Alaska Native communities—Haines, Ketchikan, Petersburg, Wrangell, and Tenakee—from land entitlements under the Alaska Native Claims Settlement Act of 1971

A University of Alaska Anchorage study commissioned by the 103rd Congress found no clear, justifiable, or documented reason for excluding these "landless" communities from forming village or urban corporations

Exclusion has created long-standing disparities in economic opportunity, land stewardship, and community development compared to other Alaska Native communities

Resolution encourages Alaska's congressional delegation to work collaboratively with affected communities and Alaska Native organizations to amend ANCSA and provide a path to land entitlement and corporate formation
