Requests significant penalties be instituted for capture of bottom-dwelling species (crab, halibut, groundfish) in trawl nets due to ecological harm from benthic habitat disturbance

Supports federal expansion of research, electronic monitoring, and gear innovation to reduce bycatch and seafloor contact in the Bering Sea, Aleutian Islands, and Gulf of Alaska
