Creates new crime of "organized theft" as a class A felony when a person commits theft in coordination with a group of three or more persons who have committed or attempted two or more theft violations

Adds theft of medical records or other medical information to the list of offenses qualifying as second-degree theft (class C felony), regardless of the value of the records

Adds mail theft to the list of offenses qualifying as third-degree theft (class A misdemeanor), regardless of the value of the mail

Applies only to offenses committed on or after the effective date of July 1, 2025
