Allows owners of boats and vehicles to obtain "transfer on death" (TOD) titles that automatically transfer ownership to designated beneficiaries (up to two) upon the owner's death, bypassing probate

Requires owners to submit an application to the Department of Administration with beneficiary names and a fee; joint owners must all sign to obtain, revoke, or change a TOD title

Owners may revoke or change beneficiaries at any time during their lifetime without consent or notice to beneficiaries; the TOD designation cannot be changed by will

Beneficiaries must survive the owner by 120 hours and provide proof of death to obtain the new title; transferred property remains subject to existing liens and creditor claims

Expands the definition of transferable property to include common interest community ownership interests (condos, HOAs) for transfer-on-death deeds; takes effect July 1, 2026
