Expands Alaska's recreational cabin site program by allowing residents to either select from an annually published schedule of available state land or nominate up to 10 acres of unencumbered state land not on the schedule

Eligible applicants must be Alaska residents for at least one year, at least 18 years old, and must not have leased or purchased a recreational cabin site in the preceding 10 years

Leases may be issued for up to 10 years with required survey completion within 5 years; lessees may purchase the site at any time during the lease at fair market value determined at time of entry, with lease payments applied toward purchase price

Extends the maximum installment payment period for land sales from 20 to 30 years and exempts recreational cabin site leases and sales from the standard written findings requirement

Creates a transition provision allowing current and former personal use cabin permit holders to nominate their cabin sites for lease or purchase as recreational cabin sites, including sites in state parks and protected areas, with this provision expiring June 30, 2032
